under the lower steering cover there should be a sticker that says the location they are usually under the dash on driver side behing the ashtray or behind the fuse cover

On my 99 Accord (V6 - Automatic, US made) it's under the dash, just above the hood release lever on the left hand side.

either under the steering back by the pedels or by the fuse box under the hood and sometimes its the ash tray.
