 Post subject: 1998 VW New Beetle P1565

I have a '98 VW New Beetle with the error code P 1565 that states "Idle Speed Control Throttle Position lower limit not attained". The car was a motorhome towed vehicle before we bought it, now showing approximately 100k miles. The engine compartment is clean with no corrosion and all wires and connections were checked. I cleared the code a number of times with no luck. Is there an adjustment for the idle or should I clean the throttle body? Is it a possiblity that the throttle body itself is bad? I need to clear it for emmisions test for the state of Ohio so my daughter can drive again. :!:
