I'm fairly certain it's coming from the front driver's side wheel. I can also feel it in the steering wheel. It's not happening when driving or turning, only when I apply the brakes. Any ideas?
If it's noisey and you can feel it in the steering wheel then you likley have brake pulsation from the front brake rotors. If you've just replaced the pads recently and not the rotors don't do a brake job that way because that's poor practice and just plain stupid. If you're unsure or nervous take it to a professional mechanic to be repairred. Brakes are not something anyone should be screwing around with for the safety of everyone else on the roads.

I'm not feeling it in the brake pedal, like you would feel with bad rotors. It sounds like a "tick, tick, tick" that slows down as the van is slowing down.

I have a similar noise on a 93 Chrysler T & C, but I would say that it is coming from somewhere under the dash. Would you say the same? I am not certain, but I believe it is a relay of some sort which is part of the ABS system. Is your ABS light on, or has it come on occassionally after breaking hard, perhaps on gravel or another unstable surface?
As I said, I'm not sure, but believe it is due to some malfunction in the ABS system, possibly with the pressure reserve (or what ever they call it) under the hood.
It sound like a ABS issue. Wheel speed sensors get "Lazy" before they go bad and the computer thinks a wheel is skidding and puts the system into ABS. The cheap code scanners do not generally read ABS codes so you will need to take it to someone with a scanner that can read live data streams on the ABS system
