 Post subject: 2003 dodge neon codes p0442 and p0456

I purchased this car in feb for my son i tried to get the car inspected but it failed codes p0442 andp0456. when i purchased the car the engine light was on but was told by the dealer it just needs a tune up. saturn of hurst salesperson lied this car cannot pass inspection please give suggestions as to what to do and how to fix the problem thank you. :?
