 Post subject: 02 dodge caravan 3.8L P0172 code

The check engine light has been on for awhile with a evap code but the other day I came out started it up and it was running really rough, then it would try and correct itself by increasing rpm's. I have a pending bank 1 running rich code P0172. I thought it would be a misfire code considering the rough running, but its not. My freeze frame is below.
Rpm:2720
Fuel System 1: closed
Fuel System 2: disabled (Is this normal?)
Calc Load 43.1%
Coolant temp: 109 degrees
Short trim:-13.3%
Long Trim:7.0%
Intake Manifold pressure 27inhg
Vehicle Speed: 27mph

Any Ideas? I was thinking along the lines of a map sensor but wanted some suggestions. I had also noticed that it was mainly happening during heavy rain, and on the right front under the cowl the water drain tube was disconnected. Could this have a caused a problem? But now its constant and always running rough
