Well it's been over a year and my car has the same problem

I failed the California smog check and did the CAP (consumer assistance program).

The shop thought it was the gas cap but I told them I bought a brand new OEM one from the dealership I even tried two different ones. They did a smoke test to try and find a leak and they could find nothing wrong. Yet when you refuel the car you can smell fuel vapor inside the car. How is this possible?

The shop charged $200 for diagnostic and the people of California picked up the tab for this shop to do zero repairs and reset the MIL do a drive cycle and retest the car to pass it. The car has never failed on hydro carbons or anything else just the P0455

They tried to tell me the system runs the test on start up when the car is cold but the MIL always comes on when the car is on the freeway and usually on a deceleration.

if you're smelling it but there's no leak with a smoke test then you likey have something that's not holding the vaccum/pressure within the system and it's leaking into the intake when it shouldn't be! It's not super complex but likely more then 200 bucks to get properly diagnosed and repairred.
