basically, it's running rich mmost of the time and the pcm can't compensate fuel delivery enough to find the mixture it wants so it set the rich code. most likely being overfueled, could be caused by a number of reasons such as too high fuel pressure, leaking injectors, pressure regulator ruptured diaphrams etc. what kind of vehicle, mileage, engine etc would be helpful.

You need to try and induce a lean condition and see if you can get the 02 to swing back the other way

The o2s were oscillating COMP. I looked through all that data Sunday, and lost my connnection before I could post anything. I'd be looking at clogged injectors or system wide enriching.

It's your baby now man! Im just speaking from my own experieince with neons! He says it's not fuel pressure, it's not misifring he says, you say the 02 is oscillating and it's not an egr. So that leaves, coolant sensor, map sensor, tps and a engine mechanical problem! I guess he can tackle all that no! I mean It's better then trying an 02 right! Lord knows a new one won't make it run any better right! It be nice to see the 02 trace on a scope!

yeah it's a community forum but my point is I think he's in over his head with this one! Like I've said all the freeze frame data in the world if useless without proper interpretation! Freeze frame is great for guiding someone to duplicate the conditons the fault was logged with. Real live data with the vehicle in front of me is what I'd need at this point that's all! Not trying to stir the pot or rile you up!
