 Post subject: 96 Tercel egr flow insuffficient

I have checked everything I can think of and everything seems to be working. I can't find a book for it. It does not have an egr temp sensor, what sensor controls the egr flow? I have checked the egr valve, modulator, replaced all vacume lines, checked for any blockage, switching relay and water temp switch. If anyone can help it would be appreiciated.
